Penerapan E-Government pada Sektor Pelayanan Publik (Studi Kasus Aplikasi OpenSID di Desa Tondowolio Kecamatan Tanggetada Kabupaten Kolaka)

The implementation of e-Government at the village level is a strategic step to improve the quality of public services through the digitalization of administration and community services. This study aims to analyze the implementation of the OpenSID application in Tondowolio Village, Tanggetada District, Kolaka Regency, focusing on three main indicators: support, capacity, and value. The research method used is descriptive qualitative, with data collected through interviews, observations, and document analysis. The results show that the village government has demonstrated commitment by providing adequate budget and infrastructure; however, there is no official regulation at the village level regarding OpenSID. The socialization efforts are still informal, resulting in low community participation in utilizing OpenSID. The capacity of village apparatus human resources is limited to basic skills without specific technical training, while the education level and digital literacy of the community remain obstacles. Nevertheless, OpenSID has great potential to improve the efficiency of village administration and public services. Therefore, clear village policies, technical training for officials, and more systematic socialization are needed to ensure the optimal implementation of OpenSID and its broad impact on the community. This study offers strategic recommendations to support the strengthening of e-Government at the village level for better and more transparent public services.
